Memorandum communicated to Senhor Gomes.
ON the 14th instant the Portuguese Minister called attention to information which he had received to the effect that the export of opium from Singapore to Macao had been absolutely prohibited.
His Majesty's Government were informed at the beginning of February that 460 chests of Indian opium had been purchased in Singapore for shipment to Macao, and instructions were at once sent to the Governor of the Straits Settlements to prohibit the export of opium to Macao, except on a certificate from the Portuguese consul at Singapore that it was required for the use of the Government opium farmer.
His Majesty's Minister at Lisbon was instructed at the same time to acquaint the Portuguese Government with the steps that were being taken by His Majesty's Government, and to request them to inform the Government of the colony of Macao.
The prohibition of the export of opium from Singapore to Macao was therefore not absolute, but although it is at the present moment, as stated, only conditional, should this not prove effective it may possibly become necessary to take more stringent
measures.
